Diplomatic Clearance
Overflight and Landing Clearance for State Aircraft
State aircraft travelling to Iceland require an overflight and/or landing clearance from the Icelandic Ministry for Foreign Affairs (MFA) - Directorate for Security and Defence. Annual Diplomatic Clearances are issued with certain conditions. All flights must be notified by category as described below.

1. State Aircraft with an Annual Diplomatic Clearance (ADC)
(see also below: 3. Common Rules for ADC and Non-ADC Flights)
ADC Annual Applications
By 1 December - Recipient: [email protected]
Applications for an Annual Diplomatic Clearance (ADC) should be sent to the MFA by 1 December for the following calendar year.
ADC Flight Notifications
At least 1 hour before entering airspace - Recipient: [email protected] and [email protected]
Annual Diplomatic Flight (ADC) notifications should include an ICAO Flight Plan mentioning (in item 18 - Other Information) the Diplomatic Clearance Number (DCN) and be sent to the Reykjavik Oceanic Area Control Centre and the NATO Control and Reporting Center Keflavik at least one hour before entering Icelandic airspace.
2. State Aircraft without an Annual Diplomatic Clearance (ADC)

Non-ADC Flight Applications
At least 3 working days before flight - Recipient: [email protected]
Applications for overflight and landing in Iceland for state aircraft without an Annual Diplomatic Clearance (ADC) should be sent to the MFA.
Non-ADC Flight Notifications
At least 1 hour before entering airspace - Recipient: [email protected] and [email protected]

3. Common Rules for ADC and Non-ADC Flights
VIP Flight Notifications
At least 3 working days before flight - Recipient: [email protected]
If a VIP is on board a flight landing in Iceland, a separate notification should be sent to the MFA Protocol Department. This is in addition to non-ADC flight applications and/or flight notifications to Reykjavik Oceanic Area Control Centre and NATO Control and Reporting Center Keflavik.
Non-compliant Dangerous Goods Applications
At least 5 working days before flight - Recipient: [email protected] and [email protected]
The Annual Diplomatic Clearance (ADC) does not cover International Civil Aviation Organization/International Air Transport Association (ICAO/IATA) non-compliant dangerous goods. Both ADC and non-ADC flights need special clearance. An application should be made to the MFA with copy to ISAVIA (Keflavik International Airport).
Dangerous Goods Flight Notifications
At least 1 working day before flight - Recipient: [email protected] and [email protected] & [email protected]
Flights transporting International Civil Aviation Organization/International Air Transport Association (ICAO/IATA) compliant dangerous goods must be notified in advance to the MFA, the NATO Control and Reporting Center Keflavik and ISAVIA (Keflavik International Airport).
Military Equipment Flight Notifications
At least 3 working days before flight - Recipient: [email protected] and [email protected]
Flights transporting military equipment, weapons or military material must be notified in advance to the MFA and the NATO Control and Reporting Center Keflavik.
Surveillance Equipment Fight Notifications
At least 1 working day before flight - Recipient: [email protected] and [email protected]
Flights of aircraft equipped with intelligence, surveillance, target acquisition, reconnaissance and electronic warfare equipment must be notified in advance to the MFA and NATO Control and Reporting Center Keflavik.
