Embassy of Iceland looking for a short-term consultant

The Embassy of Iceland in Freetown wishes to engage an experienced local consultant to conduct a scoping assessment in five coastal district councils (Bonthe, Kambia, Moyamba, Port Loko, Pujehun) to inform the direction and design of the embassy’s programmatic interventions.

Overall Objectives of the Assessment

The primary objective of the scoping assessment is to explore the feasibility of a programme-based approach at the district level. This involves gathering information and insights from the five targeted coastal district councils to better understand their specific needs, challenges, and priorities and to inform programme development and implementation by using the findings of the assessment to make recommendations of tailored programmes and initiatives that address the specific needs of coastal communities.

Scope of work for the consultancy

The scoping assessment is expected to provide an overview of Sierra Leone’s current decentralisation efforts and system and the identification and prioritisation of needs and opportunities of the selected district councils. This will include (among others) the reviewing of policies, systems, and district development plans to determine existing capacities and gaps in addition to the mapping of ongoing projects, partners, and areas of possible synergies. It will also propose project interventions aimed at filling identified gaps and to indicate in which areas Iceland’s support can add the most value to the Government’s efforts.

Duration

This is a 30-day consultancy to be concluded within a period of two months from the date of signing the contract with the Embassy of Iceland in Freetown (6th January -10th March 2025)

Candidate Profile

  • A minimum of a master’s degree in social sciences, humanities, development studies or a related field.
  • Familiarity of Sierra Leone’s local governance system and an in-depth knowledge of service delivery at the local level
