Members of the Council: Minister of Finance and Economic Affairs Bjarni Benediktsson, Chairman; Már Guðmundsson, Governor of the Central Bank; Unnur Gunnarsdóttir, Director General of the Financial Supervisory Authority.
Others attending: Guðmundur Árnason, Permanent Secretary of the Ministry of Finance and Economic Affairs; Sigríður Benediktsdóttir, Director of Financial Stability at the Central Bank; Jón Þór Sturluson, Deputy Director General of the Financial Supervisory Authority; Tómas Brynjólfsson, Director General of the Department of Economic Affairs and Financial Services at the Ministry of Finance and Economic Affairs; Steindór Grétar Jónsson, specialist in the Ministry of Finance and Economic Affairs (took the minutes).
Meeting called to order at 10:00 am.
1. Report of the Systemic Risk Board
The Central Bank Governor presents the Report of the Systemic Risk Board. Discussion.
2. Protocols for the Financial Stability Council and the Systemic Risk Board.
Draft of Protocols for the Financial Stability Council, which have been prepared in a collaboration of the Ministry and member institutions, were reviewed. The draft was approved with amendments.
The agenda for the Financial Stability Council's activities for 2015 will be decided by 30 November this year. Meetings will be held in January, April and October.
A draft of Protocols for the Systemic Risk Board was presented. The draft with amendments will be approved by members of the Board by written message.
3. Capital buffers in the Act on Financial Undertakings
Draft Bill presented.
4. Draft of official policy on financial stability
A draft of official policy on financial stability was reviewed. The draft will be approved by written message with amendments.
5. News announcement
The news announcement was approved with amendments.
6. Other matters
a. No other matters were discussed.
